About Us

Enlighteneering, Inc. (ENL), is a woman-owned small business (WOSB) emphasizing consulting with federal, state, and local governments at all levels with a focus on creating Enlightened Leadership throughout your organization. Our approach works equally well in both the private sector and non-profits.

Incorporated in the State of Virginia in 2001, ENL was formed by retired Senior Executives (members of the Federal Senior Executive Service, SES) who understand the "business" of government, and who have managed both large and small government agencies, as well as businesses. Typically, ENL consultants have been former members of the SES within the federal government who truly have a deep understanding of the the business of government and the intricacies involved in navigating your way to success.

Because of this experience, client consultations do not have the typical learning curve associated with new client engagements. ENL consultants know the laws and regulations for government operations and are up-to-date on legislative and policy changes. We at ENL match our consultants abilities to fit your individual needs.

Enlighteneering, Inc. (ENL) has a cadre of extremely talented former or retired senior executives who have managed large organizations and their own companies in all sectors: public, private, and non-profits. These individuals bring to each client engagement "real world" experience and up-to-date information on laws, regulations, policies, and programs affecting organizations today. Our experienced consultants/coaches include individuals who possess the following credentials: PhD, MBA, coaching certification, organizational development specialists, human resource specialists, and certified financial analysts.

Meet Our Leadership Team:

Marilyn P. Wiles
President

Marilyn Wiles is the President of Enlighteneering, Inc. Her professional and technical experience includes operations management, strategic planning, resource management, organizational development and design, information systems development and management, and transformation.

She began her career with the U.S. Army working at installation, major command, and headquarters levels in a variety of functional support areas to include supply and maintenance, public works, training, manpower management, financial management, and organization development. She later worked with several defense agencies, notably the Joint Chiefs of Staff and the Missile Defense Organization.

In this capacity, she served as a senior resource advisor to senior defense leaders on resource development, allocation, and execution. She led organizational studies to review internal processes to improve operations and quality customer support. Marilyn also worked for the Drug Enforcement Administration where she transformed the resource management office into a high performing activity through her innovation and inspiring leadership. She was the Chief Operating Officer and Executive Consultant for the award winning Federal Consulting Group (FCG), a franchise of the U.S. Department of the Treasury, specializing in strategic planning, organization planning and design, business process reengineering, process improvement, and budget and financial management. In her role as Chief Operating Officer, she helped lead the organization to become a multi-million dollar producing franchise.

Marilyn also served as the Director of Budget for the Architect of the U.S. Capitol whose mission was to preserve, maintain, and enhance the national treasures that make up the U.S. Capitol Complex. She served as the Managing Director, Budget Operations, for the Department of State in Washington, DC. She concluded her federal career working for the US Citizenship and Immigration Services as the Director of the Nebraska Service Center. She led a 1200 person benefit-processing center dedicated to facilitating the legal immigration process.

Ms. Wiles received her Bachelor of Science degree from Oklahoma City University and a Master in Business Administration from Averett University. She is a graduate of executive education programs with the Department of Defense (Senior Executive Leadership Program); the Harvard University, John F. Kennedy School of Government (Senior Officials in National Security program); and the Federal Executive Institute. She served on the Board of Examiners for the Malcolm Baldrige National Quality Award in 2004. She is a Certified Government Financial Manager.

John A. Wiles, PhD
Vice-President

Dr. John Wiles is the Vice President of Enlighteneering, Inc. He is a dynamic visionary with a career history that included leadership roles in all of those sectors, from managing large, multi-million dollar organizations to small, low budget programs, and from managing staffs of up to 600 to being a team member in a small entrepreneurial organization.

John served as a change management/business consultant team member for the award winning Federal Quality Consulting Group (FQCG) over a 2-½ year period, working directly with senior leaders in more than a dozen major federal agencies. FQCG won the “George Land World Class Innovator Award” in 1999, presented by Fast Company Magazine.

He served as the president of a federal credit union and turned it around during the turmoil of banking deregulation. He has demonstrated his ability both to lead and to manage throughout his 45-year career.

He is an accomplished public speaker and author of many publications. He taught business and management for over 30 years as an adjunct professor, teaching real-world lessons to undergraduate and MBA students from his practical perspective of being an active manager. His students include managers from both the public and private sectors, and leaders in foreign countries, as well. He has advised key leaders in the private sector and international governments. He served as a Judge for the 2001 President’s Quality Award, and on the 2001 and 2004 Board of Examiners for the Baldrige National Quality Award.

His other honors include the Medal for Meritorious Civilian Service and the Exceptional Civilian Service Award from the Secretary of Defense; and military decorations: the Legion of Merit, the Distinguished Flying Cross, and the Air Medal (with 11 Oak Leaf Clusters). He saw combat as a fighter pilot, flying more than 100 missions over North Vietnam, and logging nearly 2000 operational hours total.

Dr. Wiles is a retired Air Force Colonel and a Vietnam veteran. He graduated from the US Air Force Academy, holds a doctorate in Systems Engineering from UCLA, and was a Sloan Fellow at the Stanford Graduate School of Business.

 

Ted Kniker
Senior Vice President and COO

Ted Kniker is an internationally recognized expert and thought leader in organizational performance improvement, with extensive executive leadership roles in the public and commercial sectors.   His work as Chief of Evaluation and Performance at the U.S. State Department was recognized by President George W. Bush, benchmarked by OMB and called a best practice by the OIG.  He has received numerous Superior and Meritorious honor awards during his federal career, and has been nominated to serve in key advisory roles for OMB and the American Evaluation Association.

At Enlighteneering, Ted oversees the Management and Strategy Consulting business line as well as all internal operations.   Using systems-based methodology, he consults, coaches and facilitates C-level, Senior and Mid-level leaders in leadership, organization development, and performance improvement transformation efforts.  His people-based approach supported by data focuses on transforming organizational climate, organizational culture and organizational strategies to be aligned with and successful in complex and changing environments.  He has particular expertise developing performance frameworks and program evaluations, including surveys, focus groups, key informant interviews, and cost-benefit analysis, for hard-to-measure programs.  Ted also conducts training needs assessments, data validation, verification, analysis and reporting for research and evaluations to support organizational learning, knowledge management, and employee growth, development and engagement.

Before joining Enlighteneering, Ted served as a Principal for Mission Measurement, the world leader in measuring social outcomes where he oversaw the Washington, DC office, and projects including piloting a results-based budget and outcomes framework for a state government, defining impact and measures for Fortune 100 companies, and assisting non-profits in how to build evaluation and measurement capacity at any budget level.   He provided strategic guidance and methodology for the organization’s Impact Genome Project.™ 

Prior to this, Ted was the Executive Director of the Performance Institute, the nation’s leading think tank on government performance, accountability and transparency. Ted planned and executed a $5M annual budget, grew the consultancy practice by over 200 percent, and managed over 130 education courses and conferences that train more than 3,000 people each year.  Ted was credited for reinvigorating the Institute’s program and reputation and securing the sale of the Institute within 50 days.

He was the Director of Consulting and Executive Consultant for the award winning Federal Consulting Group (FCG), a franchise of the U.S. Department of the Treasury and U.S. Department of the Interior, specializing in strategic planning, organization planning and design, business process reengineering, process improvement, and budget and financial management. In his role as Director of Consulting, he tripled the consulting and coaching revenue within three years and achieved the organization’s highest level of customer satisfaction as measured by the ACSI.  He worked with over 30 agencies and generated an 80 percent customer renewal rate.  

Ted is a polished public speaker and is currently an Adjunct Professor for George Mason University’s School of Policy, Government and International Affairs and The George Washington University Center for Excellence in Public Leadership.  He has several professional publications and was on the Board of Examiners for the Malcolm Baldrige National Quality Award in Ted holds a Master’s Degree in International Relations from the George Washington University, is certified in Program Management and Analysis, and was a Presidential Management Intern (now Fellow).
